Objective of the position The Communicable Diseases including Neglected Tropical Diseases (Program Support and M&E) Technical Assistance will support for documentation, planning, and implementation of major Communicable Diseases and NTDs interventions in Nepal. In addition, this position holder will provide program support and Surveillance related assistance for National Disease Program interventions in country. PURPOSE OF THE POSITION Background WHO is fully engaged and supporting the Ministry of Health and Population, DoHS, EDCD, and National Disease Programs in design and development of policies, strategies, guidelines for country-prioritized Communicable Diseases control and elimination. WHO is also providing technical inputs in strengthening of Communicable Diseases Surveillance activities at the national and sub-national level to achieve the goals of targeted Disease Control and Elimination by the end of 2030. DESCRIPTION OF DUTIES Under the overall guidance of WHO Country Office, the incumbent will work under the supervision of Team Lead (CDS, WCO Nepal) and day to day supervision of National Professional Officer (CDS, WCO Nepal) in collaboration with National Disease Programs, DoHS and the Ministry of Health and Population (MoHP). Work closely with relevant National Programs of DoHS and assist in strengthening of Communicable Diseases and COVID-19 surveillance and monitoring & evaluation of progress of country prioritized communicable disease programs. Collect and collate epidemiology data from all national sources and conduct monthly review and analysis of prioritized communicable diseases and COVID-19 data. Provide inputs to improve the data quality and strengthening of M&E and Surveillance system for Communicable Diseases including NTDs in collaboration with key stakeholders. Conduct regular monitoring and data analysis and identify gaps, challenges, and program bottlenecks to improve the interventions of Communicable Diseases including NTDs. Support in preparing monthly, quarterly, and yearly updates and reports for assigned National Disease programs. Undertake frequent monitoring visits to provinces, districts, and local levels to provide support in strengthening recording & reporting and data management of prioritized Communicable Diseases. Support national programs to prepare the annual request of NTDs drugs on donation. Support central and provincial officials for proper drug management to ensure no stock out of major NTDs drugs and other essential drugs for Communicable Diseases. Facilitate meetings, workshops and technical discussions for the review and development of polices, strategies, guidelines for Communicable Diseases, COVID-19 and NTDs and assist planning for program implementation and support continuation of essential services in the context of COVID-19. Perform other relevant duties as assigned by supervisors. This includes duty travel or duty-station reassignment at any time as per the program requirements. Submit periodic activity report and detailed achievement report on end of assignment. REQUIRED QUALIFICATIONS Education: Essential: Master’s in Public Health/ Epidemiology / International Health / Community Medicine from recognized university Desirable: Medical graduate from a recognized university Experience: Essential: Minimum of 3-5 years’ relevant work experience in public health Desirable: Demonstrated experiences in NTDs programs/Infectious disease control and Surveillance Experience of working in the NGO/INGO sector or UN would be an asset Functional Knowledge and Skill Required Skill and knowledge: Good interpersonal skills, able to work as a team member in a multi-cultural environment. Ability to travel exclusively within the country and to perform practical hands-on field work. Ability to participate actively and cooperatively in knowledge sharing and policy forums at various levels and to coordinate with the GoN agencies. About the project Federalism in Nepal fundamentally seeks to empower new political and economic actors in order to ensure inclusive growth. Our research project will explore the functioning of federalism to identify the extent to which federalism is achieving the three big changes of successful transition to political inclusion, economic transformation, and leaving no-one behind. Specific research activities will involve a large-scale federalism tracking survey to identify both overall progress on federalism and variation in progress across municipalities, the analysis of administrative and secondary datasets to examine how federalism is influencing public and private good provision, and collaborations with Nepalese counterparts to design evaluations of specific programs to build more practical evidence on what works, what does not and why, in this new context. The research project is at an early stage and will allow the candidate to provide valuable input to shape its direction. The job will be based out of Kathmandu, along with frequent travel to other parts of Nepal. Job Description In collaboration with the research and senior project teams, the Research Associate will be required to: Conduct data cleaning and analysis of multiple primary and secondary data sources. Seek out and collect administrative data from partners and government agencies. Assist in the design and field-testing of scoping and survey instruments.
